Permits and approvals you need before digging

Before the excavator arrives, it is worth checking what paperwork your job needs. This guide is for orientation: the exact requirements are set by the town hall responsible for the land and, for utilities, by each network owner.

Foundations and new buildings

Digging the foundation of a building is part of the construction work, so it is done under the building permit (autorizație de construire), following the design and the setting-out on site.

Buried utilities

Before any digging, find out whether there are utilities along the route: water, sewer, gas, electricity, telecoms. For new utility work, the owners’ approvals are part of the documentation. Our operator digs carefully in marked areas, but cannot guess an unmarked pipe.

Work on public land

Trenches that cross roads, pavements or public spaces need the consent of the road administrator and, as a rule, signage for the duration of the work.

Demolition

Demolishing a building is generally done under a demolition permit (autorizație de desființare). Before that, utilities are disconnected, and hazardous materials such as asbestos are removed separately by licensed companies.
